Strategic Partnership Agreement
The policy development work of Learning Link Scotland is
supported by Scottish Government Lifelong Learning Directorate,
called the Strategic Partnership Agreement. A number of
national voluntary sector organisations with adult education
mission are also funded to contribute to the outcomes of the
National Performance Framework.
The outcomes for our policy work:
- the contributions of voluntary sector adult learning are better
reflected in national and local CLD and Lifelong learning policy
and strategies
- the sector has formed stronger partnerships and
collaborations
- the sector has developed processes for demonstrating impacts
and outcomes
- Learning Link Scotland is effective and efficient to ensure
sustainability of voluntary adult learning sector
We will be representing the members on 18
groups over the coming year. This will involve listening to
our members, gathering their issues, challenges and feedback to
inform the groups we sit at and reporting back to them on the
progress of these groupings, some of which are listed below.
We would also like to hear from our members about committees or
groups that we should be aware of and involved in at national level
that reflects the policy context they will work towards.

Group (SIG)
- ALIS working group on Professional Development
- ALIS working group on Measuring Impact
- ALIS working group on Employability (in collaboration with WEA
Scotland)
- The Standing Literacy Commission for Scotland
- The CLD Workforce Development Group
- SCQF Forum and RPL Network
This year we want to create a "Policy forum"
for our members. A place they can come together and discuss
the issues, challenges and progress with implementing
policies. We want to hear what they are doing to inform and
influence policy. We will hold at least 2 meetings in the
year for members and will be writing to you soon to be
involved. We want these dialogues to be feedback to Scottish
Government and other public bodies so they become more involved and
support the work of the voluntary sector delivering adult
learning. We also want to create a space where you can have a
conversation with Scottish Government.
Evidencing the impact that the members make is crucial. We
want to form an "Impacts Reference Group" of
interested members to demonstrate the outcomes and impacts of the
sector. We want to channel this evidence to Scottish
Government, other public bodies and the rest of the sector.
Self-evaluation and reviewing what we do will improve our
services, communication and collaborative work for and with our
members and partners. We will periodically "survey
members" to help inform our improvements.
